Services To At-Risk Youth (STAR)

The Star Program (Services To At-Risk Youth) is a state-funded child abuse and delinquency prevention program that provides short-term individual, family and group counseling services to youth under age 18 who have risk factors for child abuse, delinquency and school dropout in Galveston, Liberty and Chambers County. STAR program helps bring out the best in family life through communication and cooperation. Services are available at FSC offices, schools and community-based settings with the majority of youth receiving services during the school year. Services are free to families who qualify and are covered by the Texas Department of Protective and Regulatory Services.

Program Outcomes/Benefits

During 2011, counselors served 443 Registered Clients, provided 2,655.5 hours of direct service and 54 hours of consultation to these clients. Positive affect was recorded at time of closure and/or follow-up for 91.2% for 341 clients. Universal Child Abuse Prevention is a component of STAR to build community awareness of the problem of child abuse and neglect along with referral to resources for prevention and intervention. In 2011, UCAP public education and awareness programs reached 1,353 persons in the 3-county service area.
